Haverhill’s success in maintaining that solid economic base stems from a combination of strategies. The city offers a broad range of economic development resources, from Tax Increment Financing (TIF) program, Economic Opportunity Area (EOA), Abandoned Building Renovation Tax Deduction (ABRTD), Housing Development Incentive Program (HDIP), Haverhill's own North Eastern MA Career Center and Workforce Investment Board, Gateway Community Status, and more.

Gateway Community Status
Being a Gateway Community, the City of Haverhill actively participates with the State of MA to utilize the EDIP (Economic Development Incentive Program) in providing local and state tax abatements. Of the 351 towns and cities in MA, there are only 26 Gateway Communities.
