Housing & Code Correction Program (HRCCP)


Program Overview

The City of Haverhill’s Housing Rehabilitation and Code Correction Program (HRCCP) receives federal Community Development Block Grant (CDBG) funds from the United States Department of Housing and Urban Development (HUD) to help eligible homeowners make necessary code/energy efficiency improvements to existing residential properties in targeted low and moderate income neighborhoods. 

The City of Haverhill administers several housing programs with various goals, eligibility criteria, and areas of assistance.  The overall goal of the City’s housing programs is to increase the availability of decent, safe and sanitary housing to all residents including those of low and moderate income.  All programs are subject to funding availability and policy revision.

The HRCCP is designed to assist low and moderate income residents in designated inner-city neighborhoods of Haverhill, or any application that requires emergency assistance. To participate in the HRCCP, the homeowner must complete an application and submit all required documentation.  Submission of an application does not constitute approval. 

Program Objectives

To provide financial and technical assistance to low and moderate income Haverhill residents to make necessary code/energy efficiency improvements to their homes.

    • Provide safe, sanitary living environments in an effort to preserve the existing housing stock within the City’s low and moderate income neighborhoods.

    • Halt the spread of blighting influences and their ‘spill-over effect’ on adjacent properties and neighborhoods.

    • Enable residents to stay invested in their properties and neighborhoods.  Encourage private investment and an increased sense of responsibility with regard to property maintenance and neighborhood preservation.

    • Partner with other programs for maximum impact.
