Merrimack Street Redevelopment

The City of Haverhill has been working  to complete a transformative redevelopment of downtown Haverhill.  With this in the mind, the City published a Request for Proposal (RFP) in October 2020 for 4.49 acres of land, which included the existing Goecke Parking Deck.  The goal – provide a premier redevelopment opportunity that will provide economic benefits and vitality to a district that is in the midst of public and private reinvestment, while also providing replacement parking that will serve the City’s needs for decades to come. 

RFP: Downtown Haverhill/Merrimack Street Development Parcels

The City’s updated master plan, Vision Haverhill 2035, calls out the importance of Downtown and the riverfront.  To facilitate development, zoning provides bonus provisions for dense development that enhances public access and open space in concert with new uses.  This area of the Downtown has been targeted for a range of uses that include distinctive retail, offices and restaurants, housing, and other uses.

 

Lane and Sidewalk Closures
Main Street (Route 125)
Beginning September 2, 2025

The Haverhill Police Department is announcing temporary traffic and pedestrian impacts on Main Street (Route 125) due to ongoing construction at the new parking deck.

Beginning Tuesday, September 2, 2025, and continuing through Friday, September 12, 2025, the right lane of Main Street between Bailey Boulevard and Merrimack Street will be closed daily from 7:00 a.m. until 4:00 p.m. to accommodate construction work.

Please be advised that, in the event of inclement weather or other unforeseen circumstances, the contractor has notified the City that the work may continue through Wednesday September 17 th . However, the project as currently scheduled anticipates completion on September 12 th .

Traffic Impact: The affected lane will reopen each evening after 4:00 p.m. Police officers will be on site during work hours to assist with traffic control.

Pedestrian Impact: Sidewalks in this section of Main Street will be closed for the duration of the project. Pedestrians are encouraged to use alternate routes. Motorists and Pedestrians: Please plan ahead, expect delays, and seek alternate routes when possible.
