Vote by Mail
In June of 2022, the Massachusetts State Legislature passed the VOTES Act, which made Vote by Mail a permanent option for all state and federal elections.

Registered voters will receive postcards from State Elections that they should complete and return if they would like to vote by mail. Voters who choose “All elections in 2024” will receive ballots in the mail for the Presidential Primary, the State Primary, and the State/Presidential General Election. Alternatively, Vote by Mail applications are available here.
Voters who wish to receive a ballot at home for the Whitter Tech Election must complete an Absentee Ballot Application. To request an Absentee Ballot Application, you must be a registered voter who will be unable to vote at the polls on Election Day due to absence from the voter’s city or town during polling hours, disability, or religious beliefs OR a non-registered voter who is either a Massachusetts citizen absent from the state; an active member of the armed forces or merchant marines, their spouse or dependent; or a person confined to a correctional facility or jail for reasons other than felony conviction.
Applications to Vote by Mail should be mailed or hand-delivered to the City Clerk's Office - 4 Summer St #118 Haverhill, MA 01830. You may also email the application to cityclerk@cityofhaverhill.com. Please keep in mind, if submitting an electronic version of your application, your signature must your own - typed signatures are not acceptable.
How to Fill out Your Vote by Mail Application
All registered voters in Massachusetts will receive Vote by Mail applications from the Secretary of State's office in January 2024.
When you are filling out your application, please be sure to check off what primary ballot you would like to receive (highlighted in yellow in photo below). If you are an unenrolled voter, you MUST choose either a Democratic or Republican ballot for the primary election. If you are affiliated with a political party then you will receive that party's primary ballot.
