Please be advised that the City of Haverhill’s overnight winter parking ordinance will be in effect from December 1, 2025, through March 15, 2026.

Enforcement—including fines and towing—will begin December 15, 2025, and continue through March 15, 2026.

Why did I get a warning ticket from the Haverhill Police Department?

You may have received a warning because the City of Haverhill’s overnight winter parking ordinance goes into effect on December 1, 2025, as part of a one-year trial program ordered by the City Council. Police are issuing warnings before enforcement begins to help residents understand the new rules and avoid fines once enforcement starts on December 15, 2025.


If a snow emergency is declared at any time (before, during, or after the enforcement window), the winter overnight parking rules will still apply.

Overnight parking rules (6:00 PM–6:00 AM):

  • December 1–December 31: Park on the even-numbered side of the street

  • January 1–January 31: Park on the odd-numbered side of the street

  • February 1–February 28: Park on the even-numbered side of the street

  • March 1–March 15: Park on the odd-numbered side of the street

Violators may be issued a $25 fine and may also have their vehicle towed.

The City of Haverhill has a winter parking ordinance to give public works crews the
opportunity to effectively remove snow and to make sure streets are clear for traffic
including public safety vehicles. Residents are endangered when cars park on the
wrong side of the street or on both sides because the snow cannot be properly cleared,
leading to unsafe roads. Additionally, cars parked on both sides of the street do not
allow fire trucks and ambulances to get through to respond to emergencies.

As part of a one-year trial period, the City of Haverhill's overnight winter parking
ordinance takes effect December 1, 2025 through March 15, 2026. Enforcement (fines
and towing) will begin from December 15, 2025 through March 15, 2026. In the case of
a declared snow emergency before or after this enforcement period, the winter
overnight parking rules apply.
When the winter parking ordinance is in effect, parking is allowed as follows:
 Beginning December 1st 6:00pm to 6:00am on the EVEN numbered side of street
 Beginning January 1st at 6:00pm to 6:00am on the ODD numbered side of street
 Beginning February 1st at 6:00pm to 6:00am on the EVEN numbered side of street
 Beginning March 1st at 6:00 pm to 6:00am on the ODD numbered side of street

Yes. On 10/28/25, the Haverhill City Council approved a recommendation by the Public
Safety Committee to delay enforcement of the overnight winter parking ordinance from
November 15 th to address residents’ concerns about limited parking options in the
winter. It is a one-year trial period to evaluate for success and the need for further
update.

You will not be subject to the usual $25.00 fine and towing, but you may receive a flyer
with a warning from the Haverhill Police Department.
