Open Burning Permit and Regulations

Open Burning permits can be obtained at the Haverhill Fire Department’s Fire Prevention Office in City Hall, Room 113, Monday through Friday, 9AM to 3:30 PM or a person can apply and pay using the online permit service at the City’s website link. The cost for the permit is $10.00.

Regulations for Open Burning (DEP regulations 310 CMR DEP 7.07)

Open Burning Season is January 15 through April 30 

  • A permit is required to burn.
  • Burning may not start before 10 AM or after 12 PM.
  • Fires must be fully extinguished by 4 PM.
  • All burning must be at least 75 feet from any building.
  • You may burn Brush, Cane, Branches and Forestry Debris in a small pile.
  • You may NOT burn leaves, hay, grass, stumps, building debris, rubbish or materials from commercial or industrial land clearing operations.
  • You must have a garden hose that reaches the area where you are burning.
  • The permit holder must be in attendance of the fire while burning. 
  • After you have obtained a permit, permission to burn is granted on a daily basis by calling 978-373-3833 and only after 10 AM. 

Use paper and kindling to start a fire.

Remember, you are responsible for your fire and any damage it may cause.

WARNING: Never use gasoline, kerosene or any other flammable liquid to start a fire! The risk of personal injury in these cases is very high.

Anyone conducting illegal burning, or who allows a fire to get out of control, may be held liable for costs of extinguishing the fire, fined, and even imprisoned (MGL c.48 s.13).
