Chief Election Official
The City Clerk is the Chief Election Official and is authorized by state law to administer elections and election-related functions. In addition to the City Clerk, the City of Haverhill has three Registrars of Voters who are appointed by the Mayor, each serving a three-year term. The Registrars of Voters must always represent each of the two leading political parties. The daily administration of election processes are managed by the City Clerk.

The Votes Act
- Makes Vote by Mail and Expanded Early Voting Permanent for all state elections, state primaries, and presidential primaries
- Shortens the deadline to register to vote for all elections to be 10 calendar days before the election
- Shortens the deadline to receive a request for a ballot to be mailed to 5 business days prior to the election
- Requires Vote by Mail applications to be mailed to all voters
- Allows towns to opt in to early voting for local elections
- Extends the 150-foot rule prohibiting campaigning around polling places to early voting sites
