BUILD Grant (Better Utilizing Investments to Leverage Development)

The City of Haverhill has re-applied for funding for the proposed East-West Corridor Project in 2026 via the US DOT's BUILD Grant (Better Utilizing Investments to Leverage Development). A more detailed update about our current application to BUILD is coming soon. RAISE Grant Application

 

With an established track record of success with the United States Department of Transportation (DOT), the City of Haverhill plans to submit a proposal to the upcoming Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant cycle. RAISE Grants are an opportunity for DOT to fund local infrastructure projects that align with federal priorities. In the upcoming RAISE cycle, $1.5 billion is available for infrastructure projects in communities nationwide. 

Based upon Congress’ and DOT’s priorities, in addition to previously funded projects, competitive RAISE projects must accomplish the following goals: 

  • Safety
  • Quality of Life
  • Mobility and Community Connectivity
  • Environmental Sustainability
  • Economic Competitiveness and Access to Jobs and Opportunities Innovation

 Project Area:

  • River Street between Maxwell St. and Washington St.
  • Water Street between Mill St. and Keeley St.
  • Lincoln Ave between Keeley St. and Groveland St.

Project Timeline and Next Steps:

  • Summer-Early Fall 2024: Community engagement and initial project development
    • Community Meetings:
      • August 21st
      • September 16th
      • September 18th
      • October 10th
  • Fall 2024: Continued project development and initial application development
    •  Community Meeting: Public Presentation of Project Scope on October 30th
  •  Winter 2024: Application development and finalization
  •  January 2025: Application submission
  • June 2025: Notification of RAISE awards
  • Late 2025-2026: Negotiations with DOT/FHWA on final project scope and budget
