The City of Haverhill, through its Wastewater Division, owns and operates a wastewater treatment plant (WWTP) and sewer collection system. Wastewater collected throughout the city is conveyed to the WWTP by its interceptor piping network.

The sewer collection system is comprised of separated and combined sewers. Separated sewers, primarily located outside of the densely populated downtown areas, only convey sanitary flow. Combined sewers convey both stormwater and sanitary flow through the same pipe. Dry weather flow and a portion of the wet weather flow are conveyed to the WWTP and excess wet weather flow is discharged out of the CSO outfalls.

The WWTP is located off of South Porter Street. It provides primary treatment, secondary treatment and disinfection of wastewater prior discharging it to the Merrimack River. The WWTP has an average day design capacity of 18 million gallons per day (mgd) and a peak wet weather flow capacity of 65 mgd.

The City operates and maintains its sewer system under NPDES Permit No. MA0101621 issued by the U.S. Environmental Protection Agency (EPA) and the Massachusetts Department of Environmental Protection (MassDEP) and a Consent Decree (Civil Action No. I6-II698-IT) between the United States, Commonwealth of Massachusetts and the City of Haverhill lodged in U.S. District Court on November 10, 2016.



Haverhill's 311 call center lets Haverhill residents report non-emergency issues. Anyone within the city limits can dial 311 to reach trained operators Mondays thru Fridays from 8:00am to 4:00pm for responses to non-emergency questions and concerns. The 311 call center makes it easy to report potholes, street light outages, downed trees or wires, flooding, trash issues and 200 other concerns.

Haverhill 311 can be accessed from anywhere within the city by calling 311 or 978-358-1311. Using 311 and providing an email, residents can report then track issues using emails and texts with the system.

Haverhill also has an Alert System that quickly sends you critical information about emergencies such as severe weather, unexpected road closures, missing persons and evacuations of buildings or neighborhoods. It also reminds people of important community news such as City Council meetings and cultural events.

If there is no obstruction in the City’s line, then it may be necessary for you to contact a plumber to check your line serving your home or business as this line is owned by you.

Monday thru Thursday after 3 p.m. there is a minimum call-out charge of 3 hours at $55 per hour.

After 3 p.m. Friday thru 7 a.m. Monday there is a minimum call-out charge of 4 hours $55 per hour.
