Clement Farm Disc Golf & Trail Enhancement Project

The project will improve amenities at the disc golf course, including parking, restroom, and other improvements. 

The City of Haverhill conducted a forest stewardship harvest at its Clement Farm Conservation Area in 2013.  About a year later, the City was approached by disc golf advocates about the opportunity to use the forestry skidder trails as fairways for a new disc golf course.  Following several meetings, discussions, and site visits, a partnership was struck with the Haverhill Disc Golf Association on the installation and operation of the course.  Installation and maintenance of the course have been funded nearly entirely by the Association and course players.  With the tremendous success of the course, the need to invest in improvements and amenities to support the course became evident.

The City identified the State’s Parkland Acquisitions and Renovations for Communities (PARC) grant program as a match for such an investment.  City staff coordinated efforts, working with GPI, and applied under the PARC program in the summer of 2025.  The application proposed improvements to parking, walking paths, picnic amenities, rest room facilities, accessibility accommodations including a practice basket, signage, and a pollinator meadow.  The MA Executive Office of Energy and Environmental Affairs selected this project for funding in the fall of 2025!

The Haverhill Department of Public Works has begun tree removal in select areas on the property.  More substantial construction work is expected to commence this fall to minimize impacts on the heavy play of the summer season.

No traffic changes anticipated.  However, parking within the entrance field will be closed this fall for construction.  While there may be occasional impacts to Hole #1, the course will remain open with parking in the municipal lot on the north side of the American Legion and along the softball fields, 1320 Main Street.

The project is estimated to cost $645,000 for design, permitting, and construction.  The City was awarded a state Parkland Acquisitions and Renovations for Communities (PARC) grant in October of 2025 to assist with project costs.  The PARC grant will fund 66% of the overall cost, up to $425,000, with the City funding the balance.

The March 22, 2026, Let’s Hike Haverhill event was conducted at the conservation area to introduce attendees to the disc golf course within the Conservation Area.  Andrew Fonseca from the Haverhill Disc Golf Association (HDGA) was the hike leader.  The event also provided an opportunity for the city to explain the goals of this PARC project and to field questions and suggestions from attendees.  On May 9th, city staff met with members from the HDGA to discuss project concepts and layouts to begin the process of providing a design that supported play but did not negatively impact play.  Email discussions and design development continued with members throughout that month.
