Project Phase

The City of Haverhill and Holcim-NER, Inc. has acquired the necessary permits to being construction on the final capping on the Northern Mound of the landfill. Construction company, J. Bates & Son of Clinton, MA, was awarded this project. Work will begin early 2026 and is anticipated to take two years. Check back here for periodic updates or call 978-374-2334.

Overview

The Haverhill Landfill is situated along the Merrimack River off Yemma and Old Groveland Road in Haverhill, MA  It is on the National Priorities List (NPL) under the Superfund Program administered under the EPA. The site is locally known as the Southern Mound and the Northern Mound at the Old Groveland Road Landfill. The Southern Mound cap was completed in 2014 and currently hosts a 3.4-megawatt photovoltaic solar field. Capping of the Northern Mound is the last stage in remediation for the Haverhill Landfill. Final capping is mandated by MassDEP under Solid Waste Management Regulations 310 CMR 19.000.

This project will: 

  • Construct a cap meeting MassDEP standards over Northern Mound and Lot 26 Ash Area;
  • Cap river-facing slope of Northern Mound with reinforced slope;
  • Develop stormwater system complying with MassDEP Regulations;
  • Incorporate gravel road to top of bank for maintenance and future public access;
  • Implement resource area and habitat mitigation; and
  • Install a public recreation area with a soccer field and walking paths.
